Velvet Miller, Ph.D., President and CEO, began her career as a professional nurse practicing in a variety of clinical and academic settings. She has most recently served as President of Horizon/Mercy, New Jersey's largest healthcare management organization serving the publicly insured. Dr. Miller's public career includes appointments as New Jersey's Deputy Commissioner of Human Services; New Jersey's Director of Medical Services; Assistant and Associate Commissioner for the State of New York Department of Social Services; and Assistant and Associate Commissioner for the Commonwealth of Massachusetts' Department of Public Welfare and Department of Health.

Dr. Miller has published, taught, and spoken on a wide variety of topics including access to health care, political and consumer activism, and conflict resolution. She is a faculty member at Harvard University, School of Public Health's Program for Health Care Negotiation and Conflict Resolution. She was awarded a Pew Fellowship for doctoral studies in health policy and received her Ph.D. from Boston University. She has also earned degrees from Wagner College School of Nursing, Temple University School of Education, and Harvard University's Kennedy School of Government.

Annie Bowser has had a long career with the New Jersey Housing and Mortgage Finance Agency (NJHMFA) as a senior manager. During her tenure, she served as manager of Human Resources and Manager of Human Resources Information Systems. Ms. Bowser also coordinated all internal and external staff training activities. She holds a masters degree in Human Services Administration from Rider University and a B.A. degree in Management from the College of New Jersey.

Shirley Bridgewater served as Manager of Human Resources for the New Jersey Department of Human Services. She provided these services to approximately 1,500 employees, which included the divisions of Disability Services, Deaf and Hard of Hearing, Commission for the Blind and Visually Impaired, the offices of Education and Catastrophic Illness, and Management and Budget. Ms. Bridgewater also administered the Equal Employment Opportunity and Affirmative Action program (EEO/AA) for NJ Department of Human Services. She majored in Political Science at Rutgers University, Livingston College.

Leonard T. Johnson is a healthcare marketing executive who has been engaged in strategic planning, market development and service delivery systems for over 10 years. His accomplishments include expansion of a government sponsored health program, creation and implementation of innovative welfare-to work program and statewide faith based/private partnerships.

Mr. Johnson is a recipient of a number of awards for exemplary service including being named "Distinguished Citizen of the year from the North Jersey Medical Society." He earned his B.A. in Behavior Science from Penn State University and an M.A in Organizational Management from the University of Phoenix.
